An area where residents are simultaneously exposed to multiple environmental stressors—polluted air, contaminated water, toxic soil—that combine to create a heavier overall health burden than any single pollutant would on its own.

Overburdened Community A term officially adopted by the EPA and state governments to describe minority, low-income, tribal, or indigenous populations that experience a disproportionate amount of environmental harm and health risk compared to the general population.
